I have nearly 30 years of U.S. and international experience both in-house and in private practice. My areas of practice have included general corporate matters, financing and capital markets transactions, private placements, mergers and acquisitions, joint ventures, private equity, antitrust, international trade and environmental regulation.
+In-House Experience
Citigroup Global Markets Ltd. – Managing director and head of the markets legal division for nine years. Co-headed CGML’s new business committee, called the Capital Markets Approval Committee, for over three years. Headed or co-headed a number of other committees and spearheaded initiatives to implement new laws and regulations. The first member of the legal department invited to participate in Citi’s well-regarded week-long risk seminar in Vervé, Switzerland.
StormHarbour Partners Ltd. – A boutique financial services firm with primary offices in London, New York, Hong Kong, Singapore and Tokyo. Four years as general counsel, global head of compliance and a partner. Established and participated in the governance procedures of the firm. Established and headed the legal and compliance functions. Instrumental in the establishment of branch offices, each of which was authorized and regulated locally. Oversaw all of the firm’s transactional work and regulatory compliance, including securities and loan sales and trading, capital markets financing and structured finance distribution and origination, financial advisory work and alternative asset management.
+Private Practice Experience
Cleary, Gottlieb, Steen & Hamilton. Associate working on transactions and other matters in the United States, Latin America, Europe, Asia and the Middle East for over nine years. Posted to Brussels, where projects included transactions and regulatory matters in Central and Eastern Europe. Managed the new Moscow office of the firm. Major clients included the Russian government, Russian companies seeking financing outside of Russia and non-Russian companies seeking to invest or do business in Russia.
Mayer, Brown & Platt. Of Counsel in London. Re-established their Moscow office and jointly managed the Russia and Eastern European practice with two other partners. Focused on company matters, transactions and financing

I am married and have two children, both graduated from college. The family includes a dog as well.
+Fees
My normal fees represent a substantial discount to my fees at a large law firm, because of much lower overhead and other costs, so that you get high quality legal services at efficient rates. Please talk to me also about other arrangements, such as flat fees and caps. Legal assistants, law clerks and junior lawyers engaged by me are generally less, so I will seek to structure something that works for you. I want to make sure you get efficient but also good, independent and unconflicted advice and assistance.
